If I look inside the XQuartz package, most of the files were last updated late Oct, 2016. For details, see the install readme for BlueSky Statistics 10. During setup, the upstream XQuartz disk-image will replace /usr/X11 (which is in most PATH variables) with a symlink to /opt/X11 (where it installs the files). It could have been installed when XQuartz was. (If you upgrading BlueSky Statistics and already have XQuartz, no need to reinstall).
